Standard Bank has welcomed the 2026 Medium-Term Budget Policy Statement (MTBPS), describing it as a positive step towards strengthening South Africa’s fiscal sustainability, supporting consumers and accelerating economic growth.

In a commentary, Dr Elna Moolman, Standard Bank Group Head of South Africa Macroeconomic Research, highlighted the temporary fuel levy relief announced for November and December as welcome news for consumers. She also noted that the MTBPS sends an encouraging message to investors and credit rating agencies by reaffirming government’s commitment to restoring fiscal sustainability, potentially creating scope for further positive credit rating action.

According to Moolman, Treasury’s priorities have gradually shifted from stabilising government debt and rebuilding fiscal credibility towards placing greater emphasis on economic growth.

Higher-than-expected government revenue, partly driven by improved mining company earnings amid elevated commodity prices, has provided an opportunity to increase infrastructure spending. Treasury expects this investment to stimulate economic activity and support job creation, helping to lay the foundation for more sustainable growth.

Moolman also welcomed the range of interventions aimed at improving municipal finances and service delivery. While acknowledging that meaningful results from these reforms will take time to emerge, she emphasised that the growing momentum behind constructive policy measures is encouraging.

The 2026 MTBPS reflects an effort to balance fiscal discipline with the need to unlock economic opportunities, strengthen public infrastructure and improve service delivery. For South Africa, the challenge will be to translate these policy commitments into tangible benefits for households, businesses and communities.

As government continues to pursue fiscal sustainability alongside growth-enhancing investment, the effectiveness of implementation will be crucial in building investor confidence and supporting a stronger, more inclusive economy.
